Polisi Lingkungan, Respons Cepat Laporan Warga

Salah satu persoalan yang dihadapi Polri selama ini adalah bagaimana menanggapi laporan masyarakat secara cepat. Di London, warga tinggal tekan nomor 911, polisi ”bobby” dalam waktu tiga menit tiba di lokasi.
Namun, di Indonesia, situasi ideal seperti itu masih sulit ditemukan. Bahkan, masih ada anggapan ”lapor kehilangan ayam malah kehilangan kambing”. Jadi banyak warga yang enggan melapor kepada polisi. Lalu solusinya apa?
Sebulan terakhir ini, jajaran Kepolisian Resor Metro Tangerang memperkenalkan konsep ”polisi lingkungan” di sejumlah wilayah kepolisian sektor (polsek). Konsep ini sederhana: anggota polisi berseragam (tidak termasuk intel dan reserse) yang tinggal di suatu wilayah diminta memasang pelang nama (seperti papan nama dokter atau bidan) di depan rumahnya.
Efektif
”Pendekatan pelayanan masyarakat dengan pemasangan papan nama di depan rumah ternyata cukup efektif. Dalam uji coba di wilayah Cipondoh sebulan terakhir ini, cukup banyak respons masyarakat,” kata Kepala Polres Metro Tangerang Kota Komisaris Besar Hamidin dalam percakapan dengan Kompas, Jumat (1/5) lalu.
Di papan nama itu ditulis nama anggota polisi dan lingkungan tempat tinggalnya. Di bawahnya dicantumkan keterangan; ”Anda punya permasalahan sosial, keluhan, informasi kejahatan, laporkan ke nomor ponsel dan nomor telepon rumah”.
Melalui cara ini, jika terjadi peristiwa di lingkungan tempat polisi tinggal, anggota polisi itu akan menjadi tempat pertama yang didatangi warga yang melapor. Anggota polisi itu akan mengontak polsek terdekat sambil memperkenalkan diri, ”saya anggota polsek A, ada kejadian di wilayah ini”. Setelah anggota polsek tiba di lokasi dan menangani tempat kejadian perkara (TKP), polisi lingkungan menyerahkan persoalan ke anggota polsek sesuai locus delicti. Ini akan mempercepat penanganan kejadian.
”Laporan masyarakat direspons dengan cepat melalui konsep polisi lingkungan ini. Konsep ini tidak rumit dan mudah diterapkan. Kami terapkan ke semua wilayah Kota Tangerang,” kata Hamidin.
Laporan masyarakat kepada polisi lingkungan sangat beragam, mulai dari timbangan elpiji yang kurang, ada orang tak dikenal bolak-balik di depan rumah, sampai laporan kejahatan. Ada juga warga yang bertanya bagaimana cara masuk Sekolah Calon Bintara.
Kepala Bagian Bina Mitra Polres Metro Tangerang Ajun Komisaris Besar M Jusuf menambahkan, di wilayah Cipondoh yang menjadi proyek percontohan, ada 45 polisi lingkungan yang sudah memasang papan nama.
Dari pengalaman Hamidin ketika bertugas di Polres Luwu Utara dan Polres Gowa di Polda Sulawesi Selatan, penerapan konsep polisi lingkungan ternyata banyak membantu mengungkap kasus-kasus kejahatan.
”Di Luwu Utara, ada 148 tersangka yang masuk daftar pencarian orang (DPO) menyerahkan diri. Di Gowa, ada 98 DPO melakukan hal serupa. Konsep ini sangat efektif karena banyak warga yang memberi informasi ke polisi lingkungan,” tutur Hamidin.
Salah satu kasus perampasan tanah transmigrasi yang sebelumnya tidak terpecahkan selama 10 tahun dapat terungkap hanya dalam waktu dua hari berkat informasi masyarakat kepada polisi lingkungan. Kekuatan informasi warga inilah yang kemudian diterapkan kembali oleh Hamidin di Polres Metro Tangerang.
Hamidin berharap banyak warga yang berani melapor hal-hal sekecil apa pun yang terjadi dalam lingkungan kepada anggota polisi yang tinggal bersama mereka. Melalui cara ini, diharapkan akan banyak kasus kejahatan dan persoalan sosial terpecahkan.
Pelayanan cepat juga diterapkan dalam urusan lalu lintas. Misalkan warga melaporkan kemacetan jalan melalui SMS, diterima kepala satuan lalu lintas polres. Perwira lalu lintas di mana pun berada dapat langsung memerintahkan anggotanya untuk ”mencairkan” kemacetan jalan tersebut.
Hamidin mengatakan, konsep ”polisi lingkungan” dan ”laporan warga lewat SMS” untuk memenuhi harapan Kepala Polri agar jajaran kepolisian memberikan layanan kepada masyarakat dalam waktu cepat.

”Kepala polres atau wakil kepala polres bisa berbicara dengan 100 anggota sekaligus melalui sistem flexy conference. Mereka tidak perlu ke markas komando sehingga waktu mereka dapat digunakan untuk tugas-tugas lainnya,” ungkap Hamidin.
Mengutip keterangan PT Telkom, Polres Metro Tangerang merupakan polres pertama di Indonesia yang memanfaatkan teknologi konferensi untuk kegiatan kepolisian. Dalam waktu dekat, Polda Banten akan mengikuti jejak Polres Metro Tangerang
